Picked this up today for $100 with plans for it to be my daily commuter/Dad bike/adventure bike. I have never done a resto/mod before so I’m in the dark.
The first change is obviously some tanwalls!
I’m happy with the current 3x system but it needs new cables for everything.
I’d also like to add a front rack or basket if compatible to help with my commute.
I would really appreciate any suggestions on what to change first! I hope to do this incrementally without needing to break down and strip the bike as I need it daily for my commute to work.

I’d ride it for a bit before deciding what to upgrade, but getting rid of the dork disk would be a good start! I alway swap out plastic pedals for metal ones too but that’s just a preference.
Maintenance first, so tires, cables, brake pads if needed.
Then touch points, grips, pedals, seat
Then anything else
Oh forgot to mention it’s a 1986 Peugeot City Express
I had a Canyon Express from this era. I think mine was an ’84. Maybe my favorite bike ever. I made a post in here about it a while back.
I would do cables and housing. Clean and repack hubs, bottom bracket, and headset. I’d personally replace the pedals with MTB platforms. Bear traps or something with pins.
Not available in tan wall I don’t think, but 2.35 Schwalbe Big Apples will make this thing ride like a Bentley.
I would put some bull moose bars on it but that’s just me.
Shit, the way it sits now, it looks rad! I’d do cables and pads. Grips if these are sticky maybe and tires maybe. I would not change the bars, these look great and comfy.
As others have said, get the bike in a rideable state so you can then think about what changes/upgrades you want to make down the line.
Another City Express build you might be interested in is /u/r1crystal’s:
