Feels like it's a stupid question but I have a rockshox reba fork with 15×100 thru axel but I only have qt wheels are there adapters for making this work?. From my engineering knowledge there only need for filling in those holes on the fork and it would technically fit. But ofcourse if I'm struggling to find the either it doesn't exist or I'm not looking har enough.

Not as far as i know. The other way yes of course, slimming down a 15mm hole to 9mm is easy enough, but widening a 9mm hub would demand there to be an adequately sized hole in the hub to begin with. I know certain hubs (Stan’s and maybe DT swiss) have QR caps inside which can be removed (like in this video: https://www.youtube.com/watch?v=Hg2oU9plKes) but you’re likely better off just getting a new, compatible fron wheel.
Depends on the hub. Some quality hubs use dust covers like your first image to convert to whatever spec is needed and swapping dust covers can be used to convert. See DT Swiss 350 or 240 as an example.
