My partner has purchased this incredibly snazzy and incredibly cheap boulevard bike. She’s had a go at building it herself but the rim brakes on the front wheel are locked against the wheel and so the wheel doesn’t move. I’ve moved the barrel adjusters and tried loosening the rim brakes themselves, squeezing the brake and retightening but to no avail. Tbh the brakes feel so tight against the wheel I wasn’t confident that either of these things would do anything… Any advice would be gratefully received and save me trip to the bike shop….

If you’re unfamiliar with building a bike, I haughty recommend letting a shop finish it. The front brake cable is wrapped around the frame and it shouldn’t be. Brakes are a safety part and should be working perfectly
Agree with u/MGTS but if you really want to fix it yourself then undo the pinch bolts, unwind that cable so it hangs at the front and watch the Park Tool video on setting up v-brakes.

First step: load into back of truck.
Second step: buy a crate of beer and drive to your lbs.
Third step: ask them to spare a little time with you (preferably Friday noon or so) before closing, and let them explain what you did wrong and how do it correctly.
Forth step: pay them double the amount for the inspection.
Fifth step: profit, not only short term, but also in the long run
If one just want to enjoy riding bike, sure, lbs.
If one want to enjoy building it also, doing your own brakes (more so if it’s V-brake) is a the best thing one can learn – even better and more important than learning how to deal with flat tire imo.
