It’s an 11mm hex bit bolt. I’ve tried soaking it in WD40, using Allen keys with a pole on the end for extra leverage, an impact wrench and heating it with a heat gun for 10 minutes. Am I missing something? Is there another step that I need to do first? Is the next option just to try and cut the bolt or melt it with a blowtorch?

I put the Allen key in a vise and turn the wheel around it. They can be very stubborn after years of being tightened by pedal force.
I resolved similar problem by getting a whole new hub. These are near impossible to undo.
Turning it the correct way?
Figured it out – there’s a 12mm nut that can be accessed from the non drive side which holds the freehub body on. Managed to undo that with a regular amount of leverage and it came off fine.
