are you able to rotate the derailleur cage by hand?
is the clutch stuck in a midway point between engaged or disengaged?
anything mechanically blocking the cage from rotating clockwise?

Doesn’t look like your chain is on the cassette quite right, or maybe when you took the wheel off it was further up the cassette and now you have it in a different spot so it’s twist the der and stopping it from tensioning the chain.
Take the wheel back off, shift to your hardest/highest gear (smallest cog, usually the little lever on the bars) and try again and see if that helps.

Could be that somehow your derailleur moved past the notch it (or its mount) should push again. Remove the derailleur and hanger/direct mount interface from the frame & eachother and install according to Instruction. https://si.shimano.com/en/dm/GARD010/installation_rear_derailleur

Did you replace with the same wheel? Is the wheel in all the way/correctly lined up? Is the rear mech tightened to spec? Could it have been jostled out of position?
