Any wiggle is too much. If it’s been ridden with half that much wiggle for more than a few rotations it may never stay right and quiet. Tighten that lockring to spec!
Edit: I just realized that the whole crank arm is loose. Pretty much the same situation, but crank bolt instead of lockring

the fact that you posted a video means it’s too much. if the wiggle is pronounced enough to be visible, it’s way too much. minor play can be felt but not seen. the correct amount is none.

No wiggle is the correct amount.
