Playing around with the old parts bin and I have this comically long technomic stem and some 44 bars with basic tektro levers from a trash bike from my old apartment complex. It's about 1.5 inches deeper than minimum insertion so I guess it's "safe" but idk. Would y'all trust it? Also, bar end shifters or what? The shifters on here are the 1 piece lever/shifter so it'll have to get swapped to something.

At a minimum I would take the second set of handlebars off. They might interfere with the front wheel.
I have a Technomic stem mounted roughly that high and use it for some light trail riding and a bit of gravel riding, mostly commuting. It’s fine, but everything is fine until it’s not
I’ve never seen nor heard of a nitto stem breaking. Al handlebars yes have seen that firsthand. I bet you would ovalize the head tube before breaking it. Full send

The frame is too small, specifically the steerer tube. That tall stem should only be used on a larger bike, such as a 23″ frame.
In my opinion, if you are above the minimum insertion length, you’re fine. I’ve been riding a Technomic stem as a similar height and I ride it pretty hard on single track. Have been for about 3 years now and haven’t had a single issue. These parts are heavy and strong. Obviously don’t go send any crazy drops or gaps, but some flows single track shouldn’t be an issue at all in my opinion.
