Its a Cube Nuroad Pro from 2020, still the original Tiagra RD-4700GS on it. I have also trouble getting to the lowest gear (biggest ring) because the derailleur doesnt open up wide enough so the ring of the casette and the small one from the derailleur collide.
Is it time simply to buy a new derailleur?
Or could it also be caused by a bend derailleur hanger?

Your derailleur is bent. I would take that to your LBS. They are very good at bending derailleurs back into alignment. Have had this done numerous times. Probably no need to buy anything, and won’t cost you much. It will likely fix your shifting problem too.
You can get an adjustment tool to bend it back into position fairly cheap (mine was 25 Euros in Germany). The process itself is very easy.
No. You probably dropped your bike on the right side and now the hanger is bent.
Nope
