My wife recently flew with her 2016(?) Specialized Era using a bike bag that requires removing the fork. She returned with this loose washer, which I didn’t see when initially disassembling it. The inner diameter suggests it goes over the steerer tube. The outer diameter seems slightly too large to go between the cap and the top bearing in the head tube (illustrated in the second pic). Possibly it could be coerced into a slot on the underside of that cap (third pic), but if that’s where it goes, I’d love ideas on how to get it in there…TIA

I believe it goes between the top of the bearing race cone / wedge and the bottom side of the top cap.
It prevents the top cap from rubbing the frame. Creates space.
