The video kinda sucks. Looks like the lever isn’t returning. Make sure nothing is interfering with the movement of the lever. I once had mine rubbing against the brake lever, which caused enough drag to cause this issue…simple fix. Also check that the lever pivot isn’t pinched or bent or something. Could also be that the cable is kinked, or just old and in need of replacement.
Edit: make sure the cable is properly tensioned. Use the barrel adjuster to take up slack.
