Road closed generally means _the road is closed_, not “vandalise public property because you’re too important to follow the same restrictions as everyone else”.
An adjustable wrench will fit.
A pair of bolt cutters would be a universal wrench in this instance. But it’s likely to be 3/8, or 7/16, judging the cable size by eye.
