Pin spanner for the non-drive side, old school campy or VAR tool for the drive side, or use the sheldon brown method with parts from the hardware store.

This is an almost weekly request. We usually ask one question first: Are you planning on re-using the parts, or are you going to replace it with something new? If the former, grip the flats on the drive side cup and the threads on the non- drive side with large Channellocks. If the latter, Park HCW-4 is a wrench with a 36mm fixed-cup opening on one end and a pin spanner on the other end for the adjustable cup. If your fixed cup is 35mm, there’s a HCW-2 that you’ll have to find used and it has a hook spanner on the other end.
