I need to get the bolt out. I tried with a hacksaw and then screwing out, but that also doesn’t work as the top is breaking off. I then shortened the bolt a bit for better torque transfer but it still broke off. How to get it out ?

I have used a pipe wrench on bolts like that with good results. Chews the threads up but it allows the wrench to grab the shaft, then turn it out.
