The fork is a Trek Domane 1 1/2 inch taper, integrated crown race.
The frame is a Boardman ADV 9.0. Integrated 1 1/2 inch tapered headset
The bearing is 36/36 degrees, 6.8 mil thick as measured, 40 ID and 51.8 OD. It goes in the frame just fine, but when in the lower cup it sits a good 2-4 mm (I can’t get anything in to measure it) clear of the bottom of the head tube.
When tightened up, the headset does not spin, as the frame and fork are being pulled tight against each other while the bearing is under no compression.
I know 36 degrees is the contact angle for the fork, but I’m not sure if maybe the frame takes 45.
Is there a thicker bearing I can use, or an adaptor to stick in there?

Sounds like your frame and fork are incompatible.

You can try a different brand of headset if you’d like, but it seems that the two parts just aren’t comparable with each other.

What bearing does the Boardman use and is it the same as the trek? I’m assuming your using the correct bearing for the Boardman? The chamfer on that bearing maybe at the right angle, but it looks a narrow? I’m no expert with headset (any, lol) bearings but there appears to be a few variations?
