If it ain’t broke don’t “fix” it
Ride it.
Ride on it to figure out what she needs first.
After new tyres and some maintenance that is, looks like some crusty rubber on there.
Ditch the light and the fenders, get some new tyres and brakepads and then ride that thing

Metal petals
Charge spoon seat
Make sure it is mechanically sound, install new tires and probably brake pads, then go ride.
Pump your tires
I’d do a pop-a-wheelie first, prolly ride down some stairs after that. Save the no-hands for last in case you drop a chain and wipe out.
Swept bars unless you like back pain 😉
