No, I bought one with pre made holes and a false floor in the bag.
I say go for it. And maybe glue some fabric on the holes.

I just got a zefal adventure T3, and I’m considering the same (as I have 2 bolts on my top tube).

I have this apidura top tube bag and apidura racing frame bag. for the frame bag velcro that is closest to the stem, I just tighten the velcro diagonally and it leaves enough room for the top tube bolt holes and the frame bag stays tight
