Disc brake turkey gobble sound

I need some help y’all. Daughter’s bike.

The front brake makes a turkey gobble sound when braking (YouTube has examples). I have seen someone suggesting that it is caused by pads braking on the disc spikes, is that the case? See in the photo where the discs are polished by the pads.
Should I add washers to mount it a bit more outside?

Also, if the green screws attach the brake to the frame, the yellow ones are just keeping the parts together (right?), and the red one?
