Have you inspected the cable?
A video of what the lockout knob on the fork crown looks like in locked and unlocked positions would be more useful. As would simply telling us what model of fork it is.
Cable looks pinched at the lever, but with the angle it’s hard to tell. Is that a Suntour fork?
