this is my old and rusty mtb bike that Im riding for years but I wasn’t able to ride it for a long time but now I can. I want to clean up and upgrade my bike is it worth upgrading? Or am I should buy a new bike ?

If it’s for commuting you could do a couples of things here and there, for real mtb buy a new bike
Your fork is on backwards and I would say no, save for a new/entry level bike like a Trek or Specialized hardtail.
