1st time assembling mtb, couldn’t figure out what to do with these things. Ninja star plastic part has a torque value on it?

The tubes are cable frame protectors. You put them in the cables that run near the headtube.
The other tool in the picture is to remove or tighten the cap on the non-drive side’s crank. The cap is used as a placeholder when installing the cranks while fastening the crank’s pinch bolts.
