    looking at the lack of thread engagement it almost looks like this was put on backwards. probably not the case, but odd to see no tool engagement showing.

    skeptical about schlass’s observation – the part where you can put a punch is the cover for the bearings.

    IME, you can remove the top cap with a pin spanner — turn it clockwise to remove. The freewheel will come apart and dozens of bearings will spill everywhere. That’s ok, because the next step is to grab the inner part of the freewheel by any means necessary and remove it by turning it anticlockwise. Toss the whole assembly in the trash and install a better quality freewheel.
