  1. They guide the wheel in when you install it so it’s easier to get the axle into the dropouts.

  2. It’s to make it more aero. IIRC, it can make you 2 seconds faster in a 200 mile ride.

  3. I remember this also had a feature where the fins would direct water away from the rims when the rims were wet and the brakes were applied?
