The battery holder bracket on my Ultimate is underneath the down tube close to the BB. I believe this is a harness to keep your brake cable in place to avoid slapping against the frame.

I have an aeroad with same hole, where the back brake cable is ziptied in the same way. Nevertheless in my frame the cable still rattles a bit.
I thought these were so you have two options for downtube bottle position, the upper pair leaving room for a seattube bottle, the lower one being more aero if you only need one. In fact I’m pretty sure that’s exactly what they’re for.
