What a muppet, he was parked in a cycle lane, blocking a junction and using a mobile phone while in control of a motor vehicle (engine was running), that is enough to earn him at least 10 points on his licence.
I give him a bonus point for pulling over some that he believed was safe, to use his phone, purely because i see a huge amount of drivers using them all the time now. Minus 1 point for the location though and minus 2 for the state of that number plate
