This is my son’s bike from Cube. He purchased it used from eBay so I don’t know what happened to it before he got it. It has Claris 2000 mechanicals. When he uses the rear brakes, the caliper does not release all the way and the pads rub on the rim. Additionally this creates play in the left lever. If I pull the brakes apart they do not rub, and the play in the lever goes away. He replaced the rear brake caliper with no change.
At this point I assume the issue would be related to either the lever or the cables. Which would be more likely? If the lever, would this be something we could fix or would it need to be replaced? If the cables, is this something we could fix with lube or would he need to replace?

It’s most likely in the cable or housing. Cable and/or housing could be kinked or frayed, cable could be binding somewhere…possibly at a cable stop.
On recent rider I noticed rear brakes starts rubbing….
Finally I noticed ST-lever slides down a bit – applying more tension on braking cable….
I put in back into a bit upper on handlebars with hands – and it’s ok…
I didnt have any keys to adjust cable tension and quick release was opened already, so this trick will help in similar situation (with bent rim or so…)
The cables are a wear item. The inner cable is a $3 part, if it’s frayed or at least a little corroded you just replace it. The cable outers usually last longer. Search youtube for guidance on how to replace the cables and what tools are needed.
