Maybe I’m dumb but I couldn’t upload a video… but basically the threaded headset turned to the point that it is at now. At this point the whole threaded portion starts spinning with the headset inside of the fork but I’m unable to get the headset or the fork off. It looks like they may have used some kind of adaptor between the fork and the threads. Any suggestions?

Try tightening the pinch bolts on the fork crown. If it still spins, you can get an internal pipe wrench from most plumbing supply stores. Use that to hold the fork tube while you turn the nut.
You’re not supposed to remove those 2 bolts unless you’re replacing the steerer tube. Put them back and the cup will unthread
