I’ve not seen this part before. If it is part of the brake, you want to make very sure that there’s no risk of the grease getting onto the braking surfaces.

Depends if it’s mating to a (non-brass) metallic surface or not.
Are you able to share some info on what this came out of?
If it mates to a steel or aluminium surface then probably be a good idea to use grease.

The presence of ball bearing lends me to believe that you indeed need to grease this area and it’s meant to spin against a non-spinning surface, but is not part of the braking surface.
I could be wrong, though, as I’ve never seen this piece before, so without the rest of the components of the brake I can’t fully ascertain how it functions.
