Hi just ordered a pair of new force 22 cx1 shifter (so 1×11). However the right lever is missing a plate which makes the entire shifter internals exposed. The left side pure brake lever has it. Is this normal?

no, not normal, they are also hard to fine, but it really won’t effect anything besides feel.
Definitely send them back if possible. If not, I’d check around locally, bike shops fb groups etc for broken shifters you can take the cover from. Also keep an eye on ebay for a broken set or possibly make something out of plastic and screw it on.
Have mine and bought them used
