When I was removing the rear thru axle to get the wheel off, this screw just plopped out onto the ground. I’ve looked everywhere around the rear derailleur and nothing looks out of place. Am I crazy, or is this even a part of the bike?

We call those shipping screws.
Update: this may be from the dork disk, or the spoke reflector screw. I’ll check later.
I guarantee that’s not from your bike.
I mean, it’s really not good practice to use tapping screws with something like a bike. If I had to guess it would probably be some plastic peripheral like a reflector, mirror, etc.
If you had a self-tapping wood/plastic screw anywhere on that bike, it’s good it’s out now.
That’s a wood screw. Anything meant for a bicycle would be a machine screw. The other person’s comment that it’s from shipping seems like a good guess.
It was probably sitting in your screwdriver kit.
At first I thought this was an April Fool’s joke. I’m still not sure it’s not.
Sometimes a bell will have those.
It’s from the plastic spoke reflector
Thats from your derraileur unjustment screws
Those threads would suggest it’s for a reflector if I were to guess
Under the seat maybe
