You can install this https://www.retro-gression.com/products/nitto-quill-stem-adapter# then you can install modern day stems which are larger.
Using your preferred search engine, search “threadless stem adapter”
Framebuilders can make a custom quill to ahead stem
Those bars look pretty good. Just get some aero levers. And get a flatter stem if you find it too low. That looks like a Nitto Jaguar stem which is an aggressive track stem for max drop.
I” threadless stems / adapters are out there too if you want something less chunky
I personally dislike the look of adapters, and was in the same boat as you. When I repainted my frame I got a 1” threadless fork and headset and installed that. All you need is a shim for modern 1 1/8” stems and you’re good to go. It makes it a lot easier to switch between handlebars without unwrapping tape or grips, although you lose the great looks of the threaded stem
