I bought this bike 15 years ago second hand already. Therefore I have no clue how old it actually is. It is a Bianchi Spillo 767.
I can currently only use 2 gears and I am thinking about replacing the whole parts for the gears including chain and chain wheel (I hope those are the correct terms, I‘m a beginner sorry).
But I noticed that there is some rust on the frame, small dots of it at different parts of the frame.
How bad is the rust? How can I remove it or can I determine if the frame is still in a good condition?

Looks ok, just some surface rust.
Unless you plan a full restore, just take some fine sandpaper to the spots only, cover with some black iron paint (Hamerit where I am), and that’s that.
Drivetrain looks ok, if the chain isn’t skipping maybe just clean everything (with mineral spirits) and lube it up again?
You say you are a beginner but you must be doing something right because it looks in more than ok condition for a bike that age.
Regarding the gears. This type of rear derailleur is pretty easy to adjust. I would watch a few videos on how it works. Give it a good clean and lube and then start dialling the gears in. Assuming the rear derailleur is straight and true when viewed from behind. Which it looks like it should be.
It can be frustrating while you get the knack. So I’d leave the front derailleur for another day and just get the rear working properly for now. Get some spray to loosen up the internals of the shifters if they are stiff and maybe replace the cable to the rear since you are putting some work in so why not do that at the same time.
Alternatively clean and lube it then put it in for a service. Keeping on top of maintenance is easier starting from there.
