What is the correct direction of this cup and cone BB axle? I noticed the little ring marker on the right hand side in the picture, does it have something to do with the direction?

The longer side is the drive side.
Doesn’t matter, that bb spindle is toast. Replace. yeah, what the other folks said, longer on drive-side where you mount the chainring(s).
Better buy a new cartridge type, don’t cost much
