Is the fork steerer carbon? Looks like it’s just the legs that are carbon with an alloy steerer (adapter?).
I’m trying to wrap my head around what’s going on here
* You’ve got a threaded fork, so the top cap itself isn’t technically needed (but it does look nice and stop crud going down the top)
* Then you’ve got what seems to be a threaded fork adapter to allow fitment of regular stems rather than quill stems.
* But then you’ve also got a shim between the stem and fork adapter, I’m guessing to allow fitment of 1 1/8″ stems rather than 1″ stems?
But the thing that’s throwing me off, if you do have a quill stem adapter, then that would have a top cap and wedge to prevent the adapter from twisting in the threaded fork. [Like this](https://www.highonbikes.com/cdn/shop/products/spada-stem-adapter_1024x1024@2x.jpg?v=1645185435)
