Don’t trust sellers. Assume the worst, ignorance or malice.
‘tires need air’ might mean two punctured tubes and tires. But those are consumables you should be prepared to replace when purchasing a used bike. The price is still good.

I’d assume someone selling a Cannondale for $100 is either selling a stolen bike or an absolute wreck.
Since that doesn’t look like an absolute wreck I’m going with stolen.
