I found this super old video documenting the first Critical Mass in Buffalo NY in 2001. The police end up stopping the ride, writing tickets, and arresting someone for “impeding traffic”… and this is documented in the video. Some things never change…

Great video. They were definitely impeding the flow of traffic. They were blocking the passing lane. That’s illegal for a car as well.
