It’s so you can line up your handlebars with your stem. Aftermarket bars also come with lines on them to assist with alignment

What stem is that? some stems are designed so that you are supposed to tighten the top bolts until there is no gap between the stem and the faceplate. I have a stem that says “no gap” right there for that reason. I could be wrong, but that’s what I think when I see that zero in between the two lines.

I think means zero gap- tighten those stem bolts until it’s totally closed, and then torque the ones on the other side to spec.
