I made a trade for a complete bike and two frames & this one came like this I believe what you explained is exactly what happened . Was wondering if it’s still safe to ride
To answer your question op, I would consider that frame past its prime. Due to the indenting from the nut it’s going to be hard to get a consistent surface for the axle nut to grip to properly, plus there’s no way to ensure the wheel is perfectly aligned in the axial plane anymore.

I’ve been involved in bmx for about 25 years and I don’t think I’ve ever seen a dropout so brutalized. That’s 100% trash.
Back in the day I saw some metal worker replacing it. But only if ur really broke and had no options idk

I would think it could be reworked. Well, the new piece of steel to it and grind it down. That’s if you like the frame.
