  1. Cone adjustment is a delicate subject. You need them to be a tiny bit underloaded when itsn’t not mounted in the frame, because when you will secure the wheel in the frame it will add force on the cones. The end result should be no play in the wheel when its installed in the bike, but not too tight so it doesn’t create resistance.
