Uh result of the ACC considering a petition on the issue uh provided members are clear that they are keeping an open mind participating in voting based on the information presented to them at this particular meeting so you may have to declare that when they when you that they attended the ACC when you

Verges sorry Mr but nor North yire Council Highway searches have confirmed the extent of the highway includes this 1200 MIM Verge and you can see that the wall is I’ll leave it safe haven verges are critical now on this single track cill Lane as yorshire water without any

Difference to planning are completing a 199 million refit with much hgv traffic of the sewage works at the end of this Lane this alleged Verge jacking was pointed out to your public rightaway officers three months ago but they weren’t interested to compound the aggravation to The Pedestrian public of

P 1565 Stoke 3 it has been totally obstructed at this point for the whole of the definitive legal life for 71 years why is my highway Authority allow this Dreadful situ situation to arise and continue unabated thank you hey Mark I believe you’ve got a

Response yes I H I have a response here um there is a public foot path crossing the garden of Crag Lane Cottage that has in effect been obstructed by the domestic Garden an unofficial alternative path was provided along the field Edge to the east of the property

Exit exiting onto KAG Hill Lane it is understood that the cottage was built after information was collected from Parish councils a nationwide process in approximately 1951 and the eventual definitive and and at the time the def the eventual definitive math of public rights of way was issued as an alternative path was

Provided albeit unofficially there has been little issue with the situation in 2022 the legal alignment across the garden became a matter of concern for the owner of the cottage as they were minded to sell the property a formal application was therefore made to the countryside access service for a public

Path diversion order for this section of foot path to be formally diverted out of the garden onto the wed route outside of the eastern boundary of The Cottage Garden the countryside access team do not consider that the current new owners have moved the former boundary wall at

All however as the wall is part of the highways road boundary rather than bounding the public foot path then the local highways team are able to commit to a site visit to review The Verge and take appropriate action a public path diversion order was made in 2023 which

Further addressed some of the problems across the field to the East and to legally formalize the currently walked alignment the public path diversion order process includes public content consultation and there there is one objection to the audit received from Mr Dunn the council is now considering sending the opposed order and objection

To the Secretary of State for resolution the decision whether or not the order will be referred is to be made by the director of environment and the executive member meeting on Friday the 15th of March and as in addition to this the be made aware that the carish

Council a parish council aware of all the developments at klane as is the local Council for the uh for the for the constituency as well that’s the response chair thank you thank you Mr dun for your question thanks okay item five we have a petition for the exclusion of land known as H2

From the new North Yorkshire council local development plan uh Mark can you introduce the report please e okay lovely thank you so can I invite um Allison and Adele to um present the petition thank you or sh thank you chair I’m Adele Lori Wilson I live on that one is Switched

Off I might just share really loudly um I live on Bachelor Gardens in Harriet I would like to give you some background on the land north of Knox Lane which is known as H2 which is the subject of the petition in September 20 2011 the land was evaluated in the

Harriet District ldf urban areas consultation should we start again I don’t know what’s happening none of the others of e e e e good morning I’m Alison Hayward and I live in the U near to the H2 site I just want to say a few words about the petition

Itself and what it means to the 20248 people who signed it the petition is an appeal from this community this community doesn’t just mean the residents whose homes are adjacent to H2 and who would be most directly affected by any potential development neither is this community restricted to the people living in built

And KNX although every day they risk their wing mirrors and their nerves as they negotiate with buses and water tankers and Supermarket delivery trucks to pick their way through the pinch points on crab lane or join the rat room on the estate roads and don’t forget the children

Walking to school and from school they have an even more hazardous daily Community this community is made of individuals and families who know and love the area and treasure the peaceful natural surroundings and its historic values they visit alone or with family they walk with friends four-legged or two-legged and they Cy

They come armed with picnics and with jam jars for examining what they find in O back they understand that this area is simply unsuitable for development and always has been this community the 2,248 individuals who signed this petition are residents of Harriet and NB who care and are worried about what will

Happen and what we shall all lose if housing developments are allowed in H2 or any of the other areas adjacent to nox Hamlet the site known as h69 lies just over KNX lane from H2 it wasn’t specifically included in this petition but many people raised this with us as

We collected signatures please bear it in mind the situation is almost identical to H2 and the potential damage to the area from it development will be just as tragic we’ve read the officer comments and accept that the council can’t commit at this stage to include any sites or

Exclude any sites but we request that full consideration is given to upto-date information including representations and comments made during the consultation process so to our so to our request to you our representative of the community upon whom we rely to defend us from the harm of unsustainable changes

And poor decisions often made or influenced by remote groups we ask the committee to take the action requested by the petition and recommend to North yoria Council the exclusion of H2 from the new development plan we believe that inclusion of H2 would contradict the principles of sustainable and community sensitive

Development let the voices of harut nbor community do the talking let’s work together to ensure that the new North Yorkshire Council planning development plan reflects the values and the aspirations of that Community thank you for your time and your attention thank you thank you very much right so I now invite members to

Consider oh councilor warakin you want to kick off the debate thank you yes I just wanted to do what I always do at this committee meeting so that the members of the public don’t think I’m apathetic um that only 11% of the people I represent are in this constituency so

Therefore I I can sit on this committee but I cannot propose anything or vote but as you know I probably have an opinion thank you and we look forward to it okay so we have 15 minutes I understand to um debate this petition um and then come up with any recommendations so who

Councelor thank you chair I’d like to uh thank the residents who presented this petition today uh and bring it to our attention it’s important to note that by putting this piece of land in the local plan many fundamental rights of potential res potential future residents are ignored in particular the proximity

To facilities the nearest shop the nearest school the nearest bus stop imagine having to walk along Knox Mill Lane in the dark to get the Rippon to get to rippen road to get the number 36 bus as was proposed um there are other issues around this adding to the congestion

Access for emergency services increased I can’t read my own writing on sorry increased propensity to flood the build and the building techniques required because this land is on is on rock and I understand that previously building adjacent to there previously they had to use dynamite in to to get the foundations

In but on top of all this this piece of land is a triple SII I think or it’s it’s certainly protected uh and yet we seem to choose to ignore that so I would ask that we refer this to the team preparing the new local Lan as quite

Clearly the residents are making a constructive wellth thought out local knowledge based considerations for us thank you anyone else want to speak on this councelor I would concur Paul I mean it’s it’s an area that I’ve walked through a couple of times on I think it’s on the harag round or at least

Close to and I walked through through and it’s a delightful uh area and the points made by residents are entirely I’m I’m sure that and inevitably there there is emotion behind it but there’s also very clear rational reason if the planners currently are um refusing uh applications for a range of reasons then

Um then clearly it it has the potential not to be suitable uh I suppose that’s all we can say at this stage um and I would certainly be supportive we’ve drafted something here in terms of aemotion um that in the light of the concerns that have led to repeated refusal for

The development on the nox Lane H2 site that the committee supports the case for serious consideration being taken given to it being removed at the at the next local plan I can circulate these words I think they’re acceptable as a form of words to give as much support as we’re

Able to at this stage um so if uh if I can do that um there may be more to say um but this is a a suggest question so I would obviously there’s there’s lots of time for for debate um but it seems fairly clear uh I’m happy

To rest that there allow others to to comment um maybe just titivate the statement um but I would make that as a proposal in support of the petition yeah councelor Gibbs thank you chair um yeah I largely well I don’t disree with what Paul and Peter have just said

Um I’m not on planning but I did actually sub on the planning committee where this um I don’t I don’t know if it was the planning committee where it first came or where it came at a later date and um I did have some some concerns um so I don’t necessarily have

A problem with this approach but one just a word of caution I just would want to make sure that whatever we do here doesn’t down the line effectively mean that we almost become an extra arm of planning committee because that that is not our job um we rightly delegate

Planning issues to the planning committee and I don’t think it’s our place as an area constituency committee to effectively be taking the lead on planning applications and I just wouldn’t want to set a precedent with that but I don’t particularly see an issue with this particular example due

To the fact he’s gone through planning um was refused um but just bear in mind just a word of caution that we don’t tie ourselves are not further down the line with we didn’t get the result we wanted a planing the area constituency committee that doesn’t help anybody yep fa comment councilor

Warin thank you um if I had a vote I I could support this process that’s been um suggested by Council ham and Council Lacy um the only thing that concerns me is that um the way it was presented by the the the um Community is the way I

Think we should think as councelors you know we would refer to as their representatives and whilst I do understand we don’t have any rights in planning like councelor Gibbs has said I think we have a duty to actually listen and not just listen but listen and hear

What the community is saying and that we come out and take their message forward without giving our position on it without compromising our position when if it comes to planning I think it’s right for us to listen so I can totally support the the the the proposal that

Has been put forward um but as you know I can’t vote on it there’s one question I’d like to ask and it sounds a bit Petty but who’s the author of the report but there’s nothing against that it’s blank and it’s it’s come from I’ll tell you

The author of the report isn’t this it is from want to want to ask some more questions I don’t know who to ask head of planning policy in place that’s who the the the actual report has come from right so that’s what what we have to provide is enough information to enable

Me members to have an informed debate regarding the substance of the petition that there there’ll be a lot more information as you’re well aware in terms of the the the various discussions around this particular item but for this particular report and the the information petition that was the

Information to enable members to have an informed debate for this particular item okay thank you councelor man Amalgamated local plan for the new Council uh that’s not the planning committee that is the local development committee and and I think that’s the the right committee to discuss whether or

Not these individual sites like H2 should be included in The Amalgamated new local plan so it will be debated I presume but it’s not here it’s not the planning committee it’s it’s the uh local development yeah and I I think the the recommendation that Council Lacy has put together reflects that that we

Understand it isn’t our decision but we are proposing that in any case not just H2 but in any case where there have been multiple refusals of the same site those should be looked at seriously to understand whether they should remain within the the new local plan or

Not but yeah we it reflects I think from the wording that we don’t have that decision to make we’re just recommending that that they review it on that basis y do I have a seconder for yep one okay do you need a copy Mark of the word might be

Helpful okay all right so all those in favor the recommendation okay it’s not are you abing I’m going to abstain yeah thank you okay so the next item is the hargate cycling infrastructure plan um and can I there’s a statement from Gia more goist um to be read

Out yes CH we received a statement to be read out um at the meeting uh unfortunately that person gmr go is not able to attend the meeting so I’m reading out on her behalf uh and it’s such as at successive ACC meetings councilors have asked for updates on active travel schemes for

Many years Harriet District cycle action has tried to help officers deliver on active travel yet there has been and continues to be a systemic failure to deliver any of these schemes at a recent meeting a Senior Transport officer observed that the council’s budget for active travel has been slashed since

Austerity in 2010 leaving little reg legal room to deliver schemes without additional Government funding yet the same officer then declared how successful the council have been in winning government funds for active travel the undisputable fact is that the County Council has received many millions of pounds of government funding

Most of which has been spent and much of it apparently wasted on Consultants with virtually no delivery of any significant scheme following are examples of three small schemes which should have been delivered but still have no timetable for delivery the weatherbe road crossing from slingsby walk to Williston Road by

The hospital is a vital Missing Link in the cycle Network proposed and discussed for over a decade and fully funded since 2021 discussions report reports consultations continue there is still no timetable the Oakland’s Drive Crossing no timetable the built and Lane the built and Lane rais table to The

Greenway a very small scheme for which contractors were booked to start work in August 2023 it was then discovered that another consultation was required and in January 2024 it was revealed that a safety audit which officers were told last year wasn’t needed was in fact required that process has still to take place

Other larger cycle schemes have all been abandoned for example the a59 nbor road Victoria Avenue Beach Grove Oly Road Phase 2 Oakland’s drive there are officers who are Keen to deliver projects but it appears that the processes to ensure delivery in a timely way simply don’t exist that and the lack

Of meaningful support from Senior Management add up to a systemic problem which will almost certainly continue to slow or prevent delivery for the foreseeable future what questions are you going to ask of the leadership team of the ongoing failure of any delivery of any project despite the millions of

Funding received over the last few years and what changes will you seek to ensure North Yorkshire at last becomes a champion of active travel rather than a failing Authority as reflected regrettably but deservedly in its very low rating with active travel England there is a response if J would like

Um this is a response that we’ve received from from highways North yorshire council is committed to delivering active travel schemes and that commitment and particular demand in harate in hargate has been demonstrated by a newly created post have oversight and manage these schemes the new Improvement project delivery manager joined the team in

November and whilst only being imposed for just over four months has helped ensure focused delivery and progress amongst a demanding Service delivery requirement across the local team in previous updates to the ACC the local team have provided information regarding challenges on delivery time scales and the reason for these and details of

Mitigation measures and next steps as well as the active travel updates to ACC meetings the team also ensure the local members are updated with key Milestones of the projects the local team have met with Harriet and District cycle action group in January and agreed to F to focus meetings every 3 months to

Facilitate information sharing and updates the specific sites highlighted were discussed at that meeting and have also been brought to the team’s attention through a separate channel in an email from Mrs Margolis updates for the scheme’s reference are as follows the weather be Road in Oakland’s Crossing points officers advised Mrs

Margolus in January that discussions were required with thirdparty landowners that these had been and and that these had been had and that they would be engaging with necessary stakeholders and residents and businesses in the vicinity of the works from the end of this month March we also advis that there are legal

Processes to complete which must be concluded before Works can start on site the team are working on a program of program for delivery in the coming Financial year and will provide a more detailed update when there’s more certainty around the construction program built and Lane Crossing whilst a relatively simple scheme to physically

Deliver it has not been supported by all contractors lined up as part of the forward plan exercise to deliver to deliver following a consultation as shared with Mrs margolus in January there were a number of objections raised in relation to the proposals and a road safety audit has been requested to

Review the issues raised and allow the team to consider mitigations this independent audit will help offices ensure risks are adequately mitigated which is in the best interest for all parties Victoria Avenue and O’s drive updates were provided to Mrs Margolis and the harate district District cycle action group in January consultation for

Victoria Avenue will commence in the spring with a public engagement event to discuss the designs proposed design work has commenced for the Oakland’s Drive 20 M hour implementation and next steps for a wider scheme on Oakland’s Drive are currently in discussion Beach Grove Utley Road Phase 2 whilst it was determined that Beach

Grove load traffic neighborhood scheme and allyy Road Phase 2 would not commence Alternatives have been identified such as the a proposed 20 M hour implementation in the area and the sustainable transport package which addresses a range of active travel enhancements updates for both these projects which will feature on the May ACC

Agenda that’s the response chair okay thank you very much and so I’d now like to introduce Alex Kay who is the Senior Transport planning officer and will present the hike hargate cycling infrastructure plan good morning so um the purpose of the presentation today is to suggest a number of active travel schemes across

Harria and nbra that could be developed further for the 50k ACC fund presentation today is fairly brief but there are some key points I would like to cover firstly I will set the context by providing members with an overview and update on active travel scheme Development Across harget and nbor and

This includes the harut cycling infrastructure plan and the walking infrastructure plan I will then provide a number of schemes for consideration for further development and talk through the design stage needed to progress an active travel scheme and the associated costs involved finally I will touch upon likely funding routes available and

Other considerations that me May influence members on funding active travel development schemes the key takeaway from this presentation is what members could fund how this will progress a scheme with an endpoint of delivery in mind and how this would link into potential funding routes going forward so the current slide shows the timeline

Of walking and cycling development in Harriet and nbor across the past five or so years alongside some key policy documents which have influenced design design standards and scheme development the local cycling and walking infrastructure plan commonly referred to as the elwi or LC whip um this guidance was was released in

2017 and set out the recommended approach to planning networks of walking and cycling routes that connect people and places the main aim of the lwip is to increase the number of people who walk and cycle their everyday Journeys the lwip essentially covers six stages and those include identifying existing

Patterns of active travel and the potential for new Journeys Network planning for walking and cycling prioritizing improvements to develop a phased Pro program for investment the cycle the Harriet cycle infrastructure plan was split into two phases and these were completed in 2019 and the output of this development

Work was the identification of four priority corridors those were bton to starbeck built to hornbeam park jennyfield to Harriet town center and hornbeam park to starbeck the corridors were developed to a feasibility design stage with high level cost estimates and value for money assessment since the completion of haip phase

2 new policy and design guidance has been released including local transport note 120 which set the new National expectations for cycling infrastructure and gear change which included clear overarching principles and has a direct influence on the requirements for active travel funding the walking aspect of the elip so the walking infrastructure plan was

Completed in 2020 and identified four priority corridors those were harut Town Center to Oakland and hornbean Park harut Town Center to Bilton harut Town Center to East Harriet and Clara Road and NB Town Center to St James’s Business Park the walking infrastructure plan is very much at a phase one level and

Future development of this plan would enable feasibility designs high level costs and value for money assessments and this would essentially bring this in line with the development of the cycling work um on this slide I’ve also highlighted um a couple of items to note firstly the built-in to hornbeam park

Cycle Corridor has been reviewed and updated in line with ltn 120 so the designs are still at a feasibility stage but costs and value for money have been updated in line with the new design standards required and we’re also about to engage key stakeholders on some updated cycle

Priorities in line with ELP stage five and but it is worth noting that the four priority corridors mentioned are still key to this piece of work and finally I’ve highlighted active travel England who became fully operational in 2023 so at play a key role in the development of schemes and quality check

Designs at an early stage to help visualize both the cycle and walking priorities identified within the development work so far I have annotated the priority corridors on this map as you can see the walking corridors indicated by the orange arrows are very much at a concept stage so almost a line

On a map whereas the cycle corridors are at a feasibility design level so do have an actual route planned so taking forward the identified cycle corridors from the hatp report should be a consideration for members progressing to a preliminary design stage will assist a scheme towards being bid ready

It’s worth noting that the last active travel fund trench of funding welcomed welcomed schemes at a prelim design stage the objective of the prelim design process will typically involve more detailed survey work and the output will be General Arrangement drawings with a fixed rout and confidence in deliverability costs and

Benefits if you look to bottom left of this slide near the Green Arrow um I’ve highlighted a typical path from concept to delivery to show you where we are in the scheme development process so as you can see prelims at a fairly early stage

But it is a stage at which we can start to bid for money so in terms of taking any of these corridors forward to the next design stage you’ll see in the table um on the slide we’ve outlined the costs so Corridor one the built into starbeck we

Uh £20,000 to take to a prelim design stage and you can see there that the cost of the corridor itself is around 6,000 um 6 million sorry um with a value for money um of 6.3 and the built into hornbean park Corridor so Corridor 2 um obviously

That’s been refreshed so we we certainly have some more confidence in the costs and value for money assessment um so the cost is around 8 million and the BCR is 4.2 and again to take this to a prelim design stage will be £30,000 Corridor three a jennyfield to

Harriet Town Center will be 20,000 to progress and Corridor four hornbean Park to starbeck would be1 15,000 to progress on this slide I have identified some other schemes that would benefit from further development through the ACC fund and firstly we have the missing link between nbra and the

A59 uh there’s approximately 300 meters uh Missing to join up with the existing provision on the a59 um the cost of progressing this to a workable design um in the prelim stage is £10,000 um overall the construction cost it’s it’s difficult to estimate at this stage but we believe that should be

Under 400k which would make it appealing for future funding opportunities next on the list is an idea that was born from a multimodal a59 study which identified a possible opportunity to provide cycle and walking infrastructure close uh but not too close to the railway line between flaxby

Green Park and Nur rail station this is very much at a concept stage but members could look to understand the feasibility of this route through a study the route will be traffic free would pass the mans farm development connect the flaxby industrial estate and could in future

Link to the m Hill development near cattle and finally further development of the walking infrastructure plan would result in a detailed set of walking improvements across the four identified walking corridors unfortunately I’m still awaiting a cost on that particular phase of work but I can inform members following this um um event

Today so finally um looking to uh potential delivery routes I’ve highlighted two that I think are relevant uh firstly the active travel fund which is normally an annual fund is a good opportunity to fund the construction of active travel schemes based on last year the following criteria would be expected to apply so

We’d be looking for a prelim design stage a BCR above 1.5 although atf4 fund average was closer to 2.5 um compliance with the latest cycle design guidance and we’d expect the route to be within the lwip network and also the propensity to convert short Journeys to walking wheeling and cycling

Which is essentially the impact of the uplift and then secondly the potential funding through the combined Authority is an option the lwip corridors are part of the pipeline of major schemes so it could attract funding through the combined Authority if this is the case I would expect a full business case

Pathway would be required um in both routes to delivery prelim design is required so any schemes I’ve mentioned would certainly benefit from the ACC fund um I hope you found this presentation informative and I welcome any questions thank you Alex um right councelor Lacy assume Alex is still there if the

Screen’s gone blank um what one question and one observation simple question I’d like to understand what the value for money index is that’s sort of 1.6 whatever it is so what does it mean um and I notic there was some variation that’s just a technical question um the

Other is more a comment in terms of the specifics um around progressing and that is in terms of the spending and we’ve yet to go through both an informal and formal process in terms of selecting items for the 50k um which of course is doubled up for two years um but um

The consideration that I would want to give is that any funding to progress these schemes wouldn’t then meet a log Jam further down the road um so I’m absolutely all for the active travel schemes these look very attractive um if if it progresses and speeds up the end

Delivery because we are seeking external funds or for whatever reason then that’s great if they actually Mo to move move further down and hit Another Log Jam because we haven’t got officer capacity or because we’re dependent on North Yorkshire Council funding in some way um then I’m not sure it wouldn’t

Necessarily be a waste of money but it wouldn’t deliver um benefit as quickly and as effectively um so the technical question on on value for money and and then just the pipeline in terms of whether spending these would actually accelerate the delivery or just move things down along and down a down a

Pathway thank you thank you councilor Lacy um firstly the technical question um in terms of the value for money the BCR is basically for for every pound public uh pound spent that’s the value you get back in terms of um social value and um monetary value as well so you’ve seen schemes

There that have um bcrs of over six so for every pound spent we get six back that’s essentially what that means in terms of um accelerating delivery um North Yorkshire I think we don’t have enough schemes ready for um ready for delivery in terms of um being at stage

We can bid for money so certainly taking um any of these schemes forward to a prelimin every design stage would put them towards the top of the list in terms of what we’re looking for um in terms of having a a scheme um that we can actually bid for money so in

Terms of active travel fund there’s very few scheme we’ve got at a prelim design stage so any you’d like to take forward would instantly become um very attractive for us in terms of putting that forward to to active travel England and and just to clarify and I

Think what you’ve said is correct this is bidding for external funds rather rather than bidding against the internal North Yorkshire Council money absolutely yes so this is this is um everything I’ve covered here is external funding councelor hlam Alex thank you brilliant presentation um I have a couple of questions for you

Uh one we uh but first I must agree with you this Council does not have enough shovel ready schemes the government announces we’ve got a few million over here and we don’t have time to get anything together so absolutely spot on and we need to pick some schemes the

Challenge I would say to you first of all is you’ve presented a whole pile of schemes with the prices along the side but what I’d really like to know is some measurement of what the outcome of each of those schemes might be will it shift a hundred people will it shift thousands

Of people or or is it actually in an area where there’s no population and it was just going to look nice so I really want you to add us some more metrics for this so that we can actually make an informed decision and maybe you can fill

That in the disappointing piece for me is and maybe around the room we can discuss this but this is again what I’ll call things for tomorrow and I’ve got to tell you that we’ve got a fantastic green way but you go down the a61 you do

Not see a big sign just after you’ve gone past Ripley castle that says if you turn left here you can cycle down the green one way all the way into harut down Center or starback and we need to do some very simple quick wins there are

If you I don’t know how familiar you are with harut but if you go around there’s small pieces of land that would join would join pass together and we’d be starting to get a scheme going and we’d be starting to move people now so I would like us to yes let’s put some

Money on one side and we have the 2 50ks to go at let’s get Let’s help get uh Council get some of shovel ready schemes ready but we need the information to evaluate it but two let’s do something let’s deliver something in the next five months six

Months and that’s what I’d really ask for but thank you very much for the presentation very informative thank you Council hon um in terms of the output um part of the El development it looks at the uplifts so I can certainly provide that information following this meeting um so that’s

Uplift in walking and cycling so what’s a forecast impact um basically so we can provide that information um in terms of the quick wins um happily take any suggestions and we can do some um quick Assessments in housee as well to to see if there’s something we can develop

Quickly we do work with the local cycling groups there is a list of quick wins that we are trying to to look at and see if we can deliver as well so um I’m I’m all for sort of the quick delivery and and getting something on

The ground um faster than we are at the minute okay councelor Walker thank you chair so I’ve just got a couple of um technical questions uh Alex and then um something that I just want to put as a statement so um my understanding was the uh a59 Missing

Link um between nbor and starbeck there was already existing money for that um that had been won in a in a in a bid and it just hadn’t been spent so I’d just like some clarification on that it’s it’s been there for a long time i’ I’ve

Been told that that is the case so it be just nice to clarify whether we’ve now lost that money or we can just get on and do something um and my other technical question which you might not be able to answer but I’ll ask it um so

We have a terrible track record of of winning bids for active travel money there was the Victoria a Avenue one and another scheme other number of schemes that we failed on um what lessons have been learned so that if we put these forward um we’re going to be success

Uccessful we need to be successful to win the money to make these schemes happen so it would be nice to understand what what we’ve learned from previous uh failed bids and and actually what I would like to say is that actually I I agree with Mrs Margolis that we there’s

Lots of schemes we haven’t done anything we haven’t delivered them and what I would like to see first of all before we put any more schemes is is the schemes that Mrs Margolis talked about we need to get on and deliver them thank you thank you councilor Walker um I

Believe the you referring to active travel fund two uh where the council was successful in achieving I think just under a million pounds worth of of funding um most of that was Capital but there was a small element of Revenue so the schemes that were put forward for

That I think there was about five schemes and they all costed around 250k each one of which was the a59 scheme um this was very much under the emergency active travel fund uh premise of deliver something quick and simple um so those schemes um if the the cycle design guidance came

In quite quickly following that so uh we weren’t able to implement some quick and easy schemes such as putting plastic Wes up for instance to segregate cyclists um so we’re now um those schemes have now become unaffordable I think the a59 scheme you mentioned there is the price

For that to to deliver that full scheme is around 1.6 million um so in terms of atf2 we’ve have been talking with active travel England to um use the remaining funding to deliver something um and that will be um Victoria ravenue um so we do have the a59 delivered to a feasibility design

Standard uh and we are still looking to progress that but in terms of that 250k that was left that’s actually to been redirected in to deliver one scheme under the advice of active travel England um in terms of in terms of Lessons Learned what I can say is we are

In some good dialogue with active travel England now now when we submit schemes we we uh have to submit various tools which are very uh comprehensive in terms of checking various things about each of the roots we we look we look at um delivering um so there’s there’s various

Mechanisms now that make sure that what we submit um hits the right notes in terms of what active traveling are looking for so there’s less chance of us not delivering something that’s appropriate in the future councelor warin thank you um firstly Alex forgive me are you part of the new active travel travel

Team no I’m not I’m in network strategy all right so effectively we we still don’t have an active travel team um and I think part of the problem is the the that the frustration of the people that want to walk and cycle in all areas of Harriet

And nbor isn’t on paper being taken seriously um I asked the question which Council W Walker referred to about why are we so poor in our uh uh efforts to make bids and the senior uh traffic engineer that was there at that scrutiny committee said he disagreed we we have

Been successful it makes me think that we as members you as officers and members of the public are not reading the same documents because what has been said today and the answer to gmr Gus’s question I could have written because it’s repeated time and time again what

What frustrates me as a member is I know how important it is that we do our bit towards climate change by getting people out of Motor Vehicles I know as a member who represents people that they out there believe that’s what we should be doing as well well where I think the

Hiatus is occurring is that for whatever reason be it lack of support from central government or be that we don’t have officers in place to do this we’re not delivering it it’s just it’s be it’s not i’ you can sense my frustration because I’m sitting here hearing this

Again and we are not getting on with delivering it and I go with coun councelor Haslam’s comment about small winds Etc but you know small winds are great but they’re not going to get rid of this problem we have quickly we need some big wins and I’m asking you as

Officers to take it very seriously that we want you to get some successful bids in and it’s a priority for us it’s not something that’s on the side of it you we’ve got members that sit around this table that don’t drive you know they rely on public transport or active travel

Facilities we need to get that in place and so please go away knowing that the members of the public the members of this committee really are behind you getting on with it and not dragging heels but the other thing I would say Alex is malkin’s proposed development is in my division

So the link from flaxby shouldn’t be rephrased as from flaxby to Mulin because Mulin might not happen so let’s keep that for language indicating where we are with that development proposal thank you thank you councelor walk apologies about that uh Miss uh Miss interpretation um what I would say just

Is that we do have well certainly area six have just employed a a delivery Improvement manager whose sole purpose is to to get on the delivery and actually see some um delivery on the ground so I’d just like to say that that’s has one yeah Alex we give you your hard time

Because we like what you’re doing we just need to get it to move faster so so please take all the feedback you’re getting today very destructively um one of the things that I think is missing from your list is we have an uh is uh a killing whole link to

The greenway there’s it’s a big population that would actually benefit and then they could actually walk straight into harut uh from uh from killing hall or they could cycle or whatever they chose to do they might jog or run um the second thing is on the uh

You made a comment about the rising expense of the nbra uh the nbra 300 meter link or whatever it is I would propose that we actually just have a nice Crossing about opposite mother Shipton’s cave and they and people are actually directed to cycle up um Barrel Burton way and then

They actually get onto built lane and then they can get onto the greenway and that will get them into the center of of harag that seems to me a much quicker win an an achievable win um in terms of sources of information have you considered speaking to the transport for

The north they do a lot of paperwork and consultancy around all these different things and they have some great models all free to all the councils that exist within their remit and we are certainly within that uh and finally I think the message uh which uh councilor waram uh put over

Very emotionally is really it’s about good project management we actually create a plan we then manage on time and on budget and those are the simple things that we’re asking for thank you thank you Council hlam um yeah in terms of Transport for the north that we

Are um do get a number of tools that they send over for free which are actually really useful for building the the business case so yeah we we’re in touch with those and that they’re very helpful regarding killing Hall to Greenway and using barberon way absolutely we’ll look

At that I think it’s been mentioned before and so we’ll we’ll we’ll take a look at that and and come back with the cost if that helpful Council of broadbank thank you chair um yeah I’m like several members around this table I I I get frustrated with the um talks the

Plans the all the various things that we uh spend time preparing and and yet year in year out nothing happens and also the costs go up I mean I cannot believe the cost the estimated cost of some of these travel schemes that were planning massive the NB har to uh the starbu to

NRA cycle 1.6 million for a cycleway scheme from starback to NB how how I mean these costs have gone up a lot as I’ve been I’ve been on the council now what um six years and it incredibly and I can’t understand why and as as as been mentioned before we have had several

Bids that have sounded interesting and and workable and then been told no sorry can’t do it anymore and I think we’re all I think one of your frustrations uh but I know you can’t say this as an officer there must be because of the EV changing guidelines that come out from

The Departments you you set you set one thing up and then you suddenly find oh we can’t do that anymore they changed the they Chang the rules so you have to go back to the drawing book that must be the most frustrating for you but uh take

It from me and and and several here around the this table it is getting very frustrating and annoying firstly the costs are ever increasing and secondly we talk a lot but there’s not a lot happening and and I found that frustrating thank you councilor broadbank I share your frustration um

The terms of the costs um as I think the the the corridor 2 I think was about 8 million which is incredible um amount of money the the biggest reason for that cost change is the introduction of Dutch style roundabouts um which incredibly expensive on their own I think there’s

Two of them in that scheme um the as you say the cycle design guidance now is requires certain minimum widths requires segregation at Junctions Etc so um the new design guidance has actually come with some some knock on costs for for schemes um alongside that um obviously

Inflation as well has has jumped up um I think I’ve got here the inflation estimates from from the last year to at 12% for the construction industry um and just for an example that the two con crossin have gone up 50% uh from from our our research so yeah it’s it’s um

It’s it’s certainly unfortunate just from my point of view I would say that you know if the costs are going up so much because of Dutch style roundabouts that means then we’re we’re simply looking at trying to add cycle Lanes to existing roadways rather than actually proposing cycle lanes that would remove cyclists

From busy roads altogether which surely would be the the preference um councelor man uh thank you chair um just wanted to try and paint for a couple of um minutes just just the broader picture really um I understand where cycle action are coming from I think they make a very

Passionate case I met them with road safety campaigners um a few weeks ago to talk through various uh improvements in my own division so they I I do agree with what they’re doing and their approach and I respect to their uh views at the same time I think we need to

Acknowledge that highways have not done a bad job on active travel in our constituency in the last few years if I may say so um I mean they’ve installed numerous cycle Lanes I mean certainly I’ve got quite a few in my division it’s probably the same in other divisions

We’ve got um several 20 m per hour zones um we’ve got a School Street we’ve got a travel to school walking scheme um and also although the TCF scheme the Gateway scheme has uh not been without teething they are progressing um with with that so um I wouldn’t um I don’t feel we

Should be too hard on on the highways team they’re they’re taking things forward as best they can in the current climate uh the bigger picture at the moment is is very difficulty in terms of finances and funds funds are very tight at the moment uh we’ve been asked um we

All know we’ve got to make Savings of 46 million which is eight or % of the budget I think if I’ve got that right in the next financial year um as you just said chair um the costs of construction projects have gone up enormously in the last two years since lockdown um

Inflation is is huge um and um as we know the council has just debated um at length whether or not we should put council tax up we’re putting it up by 4.99% so it’s a balance between spending money getting the schemes we want and not increasing costs for our residents

Too much so I just wanted to say that’s that’s the bigger picture and I do share the frustrations of cycle action and this committee I agree with what people are saying on this committee but at the same time we just need to see the bigger picture thank you chair could I just um

Come back on that quickly um John you mentioned the increased costs and the um charges and council tax Alex was did you did say at the beginning this money was from government it’s it’s not it’s it’s not coming immediately from the North Yorkshire isn’t it the the

Bids that You’ got or preparing are from central government yes yes um the yeah the two example I gave was active travel funds external funding and potential roots for the combined Authority which would again be external funding right so I’ve got still wanting to speak I’ve got councelor garow

Councelor warin and councelor Walker and then I think we should move it on to discussing about the 50,000 funds and whether we want to look at proceeding any of these just following on from the comments about looking at the bigger picture and quick winds my active travel

Quick wins and now simply keeping the existing infrastructure safe and up to standard my quick win that I’m fighting for is for the round do the in our 20 mil hour Zone around one of the primary schools to be repainted because they’ve absolutely vanished and I’ve been chasing that with highways since June

Last year or possibly earlier another quick win is for the potholes on weatherbe road around the school to be um resurfaced and dealt with and that’s for the benefit of cyclists because it is so dangerous when you’re cycling down that road with the potholes so close to

The curb that site has probably I think I’m right in saying has the most complaints on the portal for reporting potholes and problems with highways and yet another road has been prioritized above that for resurfacing and so that those are quick active travel WIS but I don’t believe they should be quick

Active travel Wings they’re just good highways maintenance um yeah I’m just leaves in confidence I’m afraid ccor waran Alex can you hear me I can okay on my office door there’s a sign saying until morale improves the beating will continue now that I obviously don’t think that so for that reason though I’m

Thinking I should apologize to you because I was giving you a hard time what frustrates me more than anything though is that you you want this we want this and the people out there want this and for some reason we can’t bring that all together where we

Do bring it all together we don’t learn lessons from that because we brought it all together for panel and for oaklands and I’ve been involved in that getting that 20 m per hour and and the the um the school streets or whatever and we always have this scenario where we’re reacting

Because there been an accident or something like that you know rather than be proactive and say we want to prevent accidents we want to make people healthier we want to improve a quality we we just want to increase well-being and mental health you know all those positive things we need to work work

Together with and you’ve got to admire the tenacity of gmr goas I said someone in her DNA I think there must be a terrier because she’s not let go of this but the people that campaigned about the schools 20 m per hour were exactly the

Same they have not let go of it we and we work we as members have worked with and some of these members um councilor man I know has worked with on that and what I’m saying is that what’s missing for me is that understanding between members members of the public and

Officers and we need to bring that together and learn and go forward at a faster Pace we need to cycle faster walk faster and get there faster but I apologize if I seem to be having to go here it was nothing personal thank you thank you councelor no apology

Needed um just to add that we do eat we do meet with hcca uh on a fairly regular basis that are in contact with them um over email as well so well aware of U J’s um wants and uh we are doing our best in that regard okay councelor

Walker so to improve things first of all you have to acknowledge there’s a problem and the the active TR the active travel in the district is absolutely terrible the all the roads are gridlocked um the the roads are full of pothole so people not people don’t want

To go on their bikes we’ve got some lovely buses but unfortunately they they miss all the time so a lot of my residents you know they’ll miss two or three buses because there are no drivers to get them between Harriet and nbor so we have to make improvements and and the

Council needs to step its game up um to improve things on numerous occasions we’ve asked for Park and Ride schemes and we’ve just been ignored um so the council really needs to get it act together on active travel so that we can get people out of the cars and onto

Public transport or walking and cycling so that people can get to where they need to be in a quick and environmentally friendly way okay thank you to all members thank you to Alex so if we can just take the conversation forward um we’ve got um Rebecca mff um to answer any questions

About the process for the 50k funding um because obviously this may be there was indication that uh active travel schemes might be something that we might want to use some of this funding towards so I don’t know if anybody wants to start us off anybody got any questions any suggestions yeah councelor

Gibbs just just just as a start obviously um I think we need a bit more that that presentation and stuff is obviously very useful but a lot of it is just lines on on a piece of paper I think we need a slightly more detailed look at this uh particularly we’re going

To throw some of this money at a scheme several schemes whatever um I know the work pro programs going up later maybe we can discuss it then but I do think we need some kind of Workshop or something on that um I guess it would be helpful

To know about process as well um on the assumption that we do decide we want to look at one scheme or several schemes how that would work but I do think I don’t think we can make that decision yet until we’ve had a proper look at actually what’s in front to

Us yeah just to pick up on that Point Council Gibbs the intention is after this meeting because members did request some more information regarding these types of schemes to enable them to have an informed discussion regarding active travel schemes and and and other things so the purpose of this to give uh

Potentially some uh some potential projects to have a look at and possibly and that’s the indication from Alex in terms of some kind of financial amount that could contribute to these schemes so the ambition is that we will have in the near future an informal session with

All members of the ACC to discuss the whole range of projects and potential schemes of which the items that have been identified will inform that discussion together with the items that have already been identified and and I think Rebecca provided additional information after that particular session we had regarding those

Additional schemes so again there is potentially and was going to be part of my work program uh discussion in terms of saying that that’s going to be uh put together near future to enable that discussion to take place to inform those that priority as to projects councilor

Lacy yes I mean clearly too early to make decisions in terms of of actual funding I would be um not not sure I sort of give up my my role but I’d be extremely disappointed if we didn’t have active travel schemes in the spend that

We had in that 100,000 uh but my point really is that we’ve we that is because we’ve listened and there are many residents who wish to see active travel and we as a committee uh on all sides uh would probably fail if we didn’t include active travel uh The Wider point I

Suppose is that there are other things that our residents are saying what about this what about that so we need to continue to listen um active travel on my books will definitely be part of our our spend um but we need to continue to listen to other potential areas and

Ensure that there’s a fair spread across the haragan nbra constituency so uh stuff to do and thank you Mark for agreeing to set up that informal group I think it is the best way to go in order to inform though that informal session I just wonder whether it’s worth discussing whether there’s any

Particular schemes that we want that Alex has already mentioned that we would want more information before having that meeting so is there anything that particularly sticks out for members that they would like more information yet councelor Gibbs yeah it was it was actually one that I was going to question whether we

Actually um needed which might be slightly controversial but last time I check I think bton to Starck was on there um last time I checked there was a pretty good route between Buon and starback and and the6 million pound or whatever I’m sure could be better spent

Than on improving built and starback for example yeah councilor hin I think we just need a set of metrics with the with them so that we can make the we want to get the best value money we can uh so without you know sort of otherwise we just it’s just

You know sort of a pin we need more information to make an informed decision but uh so that that’s how I would Take It Forward I agree with everybody here but we do need to go quickly councellor monin yeah I agree with Council Haslam I think one of the

Things we need to establish is um how many people will benefit from the spend um not just value for money in terms of infrastructure but I when I sat on um celby and ay ACCC and this topic was about the 50,000 was discussed um am I right in thinking that there we were

Told that if it’s not spent or all of it could be carried forward yeah do you want to answer that Rebecca yes so it’s 50,000 pound every year but for this first year we can carry forward the 50 but then going forward beyond that we can’t so I I I

Feel there’s a sense of not needing to rush to get the best deal um so I mean obviously if it was all active travel we might say because of the passion of behind it we would want to spend it all but I I I think for the sake of maybe

Another 10,000 to another active travel scheme it might be worth carrying a bit forward so I just think let’s have the bigger picture and let’s let’s discuss the bigger picture rather than just the process Abel Lacy thank you I wanted to check with Alex in terms of what what

He’s taken away because there were a number of points there where we ask for a bit more information some of it’s ready readily to hand some of it isn’t I think one of the messages is um can you identify because they weren’t within your presentation things that are

Genuinely quick win um so that’s that would be my request I think it reflects the conversation in terms of additional information but Alex if you can confirm that you’ve you’ve you’ve got what you need to go away and get more and sort of beef it up then that would be

Helpful yeah absolutely in terms of the metrics um they are within at some point um so I’ll go away and and and find them out so that’ll be terms it’ be we’d be looking at sort of what’s the impact what’s the forecast increase in walking and cycling if you implement a certain

Route um so I can certainly go away and do that in terms of the quick wins um absolutely happy to have a look at um some smaller schemes um and yeah happy to provide any any additional information that’s needed okay Rebecca do we have a deadline for when

Proposals need to be in not for this round but for the next um 50k or 100K if we’re putting the two together um there isn’t a deadline as such but obviously the quicker we can do it the more time we’ve got to work up the the bids and

Make sure that we’ve you know get the best chance we can have okay thank you I think that’s something we can discuss at the informal session because I know there’s no deadline I think to get something in place for either commitment of expenditure anything else we are looking at toward towards end of

You know the the summer that that sound I think there have to be some kind of discussion for a process to go forward to actually commit expenditure within the period of time required even to take it Forward okay good to know okay lovely so thank you Alex thank

You Rebecca um if I can move us on then to the next agenda item um we have Mr burkinshaw um who wishes to read out a state m i can invite them to do so good morning uh my name is John Burkin show thank you for allowing me to address you

This morning um it’s regarding parking off Springfield Avenue in particular Spring Grove Spring Mount Springfield Muse as you all know are behind the conference center all these streets are cues saacs they’re not through roads uh where parking residence has become critical and it’s now at a premium

There are access only signs to the entrance of these streets however and bizarrely these streets are designated for free 3-hour dis parking which is in direct contradiction to the access only signage and this contradiction could possibly lead to legal action if a motorist appealed a parking ticket guest staying at nearby hotels

The Majestic Hotel Crown Plaza and Premier in together with visitors to the conference center and Royal Hall regular Park in these streets often overnight in order to save uh the car parking fees at these venues which all provide ample parking for guests and visitors residents in these streets um purchase parking tickets to

Enjoy the privilege of parking their own vehicles on these streets together with books of visitor permits for visitors to park their Vehicles when visiting however residents regularly find there’s no parking spaces for their own or visitors Vehicles especially after 6:00 p.m. uh at the end of the free parking disc time

Restrictions and many of us have to par many hundreds of yards away which becomes a serious safety issue for residents um having to content with inclement weather dark nights and uneven Pavements 61 residents out of 90 residents have signed a petition requesting that free parking uh dis parking be replaced with resident

Only parking to ensure there are parking spaces for residents and to stop abuse of parking by users of the nearby hotels and Conference Center I wish to stress that this matter has become worse over recent years uh at the expense of residen who not only pay council tax uh

Vehicle Tax resident parking permits and separate permits for visitors and they find they can’t benefit from these privileges they paying for one example recently there are two vehicles there just eat Vehicles who had attended a function at the Majestic hotel and took up two large parking spaces uh that was a Saturday

Night I took the for on Sunday morning so thank you for allowing me to rest you this morning okay thank you um we had hoped or Melissa vernham had hoped to be in attendance but unfortunately she hasn’t been able to but Mark has got a statement from

Her I have got a statement chair and it will Encompass obviously the the actual residential parking scheme uh item itself because um the response was going to be that obvious the comments made by Mr Burkin show will be picked as part of the discussion in the next agenda item

Uh Melissa unfortunately able to attend but the um the statement we have got is that officers acknowledge the statement of of support I think Council La who was in in support of this and being in contact with with mist as well of con support by Council Lacy and would draw

The committee’s attention to both the residents parking policy documents and the Champions guide Links of which can be provided to members the stages within the guidance states that the support of the ACC chair is sought for in stage one after which an appropriate resource will be allocated and necessary revews will

Be carried out by the local team it states in stage five that if a recommendation identifies a proposed traffic regulation order with a wider area impact it would be presented to the ACC by officers for feedback in advance of the final recommendation to go to environmental environment executive

Meeting for a final decision the local team be happy to pick up this up separately uh to identify next steps with this particular case so I think what it’s saying is that um residential parking sys don’t automatically come to the ACC it’s there are stages within that which could go which involve the

Chair of the ACC and if there’s tr’s involved with it of a wider range that would automatically come to the ACCC so again I think that would have been made clear in the presentation and the opportunity for members to discuss that but unfortunately melister is not here

So I think that kind of sort of is a little bit uncertain in terms of how it impacts on the policy itself in terms of the discussions of the ACC today councilor Lacy um and and thank you for showing me the um the the statement there the

Response earlier um this might be quite relatively straightforward and simple but but it does illustrate some of the torturous roots that residents sometimes need to go to go through to get what seems to be a fairly sort of blatantly OB vious um rectification as John has has outlined um John’s brought together

A very um enthusiastic local group um they’re not sort of um Warriors as such but they just want to see sense um brought and in the current policy which I think was 2016 or 17 so before the the world of an ACC um it is fairly clear in

Stage one of three stages some approval consent uh agreement from this type of group of course this group wasn’t in existence in 201617 was necessary so there’s a little bit of sort of overlap of due process and the likes um I’ve certainly wanted to Champion their um

Their cause um because it is perfectly sensible and and reasonable So reading Melissa’s comment uh it seems unless there’s an objection the chair might take soundings from this group but that will that will help us move on to the next stage um there are I think six

Things that the local group need to satisfy the policy uh of which this is one um and they’re well on the way if not having already achieved five of the other so it just enables us to move on in due process so thank you for considering this uh at the

Committee uh there may well be a simple way forward thank you does anybody want else want to have any comments or okay okay so if we move on go on just so so we know what’s minuted um is there now a minute to say that the chair of the

So and um I’m more than happy to to write to Melissa confirming that that’s that’s the case that they have my support okay so if we move on to agenda item eight which is the school’s educational achievement and finance report um which we’ve all had opportunity to R go on councilor ham

Okay right if we can move on to agenda item eight which is the school’s educational achievement and finance report so we’ve all had opportunity to read the report um and Amanda nual the Assistant Director of Education skills has kindly agreed to attend via teams to pick up any questions that we might have

Particularly about the secondary school performance so I don’t know if any body wants to raise a question yet councilor Walker so um I’ve got two uh questions Amanda um after reading the report so um I’ve gone and looked at uh the government’s uh performance tables uh and actually looking at all the

Secondary schools um they’ve got very poor results for their disadvantaged students so those children are clearly not being uh served very well and their pupil progress is poor um it’s not always about money um no school has enough money some schools get better results than others but my question

Really is why is there such variability about the performance of the schools um and my second question is that there is in the last paragraph of the report um there is an update about the primary school um in nbor um which still hasn’t been built um

Can you just give me an update of when you’ve last met met with them and what the progress is please thank you okay thank you so um on the first matter around the school performance um when we’re looking at a um not sure if your question was about secondary schools but

I could start with that and if you want me to talk about primaries I can afterwards when we look at the um performance results from the league tables in terms of um the variability what we do see is that uh some schools continue to perform well over time and

That’s for all children but um often the children who um are eligible for pupil premium or disadvantaged children do perform less well although it’s not always the case it can be quite similar but there are some schools and we know in this area um where there is underperformance in terms of um pupil

Outcomes and in particular you’ll see in the ofstead inspection report as well as the pupil data that this applies to Ros School Harriet high and Bor borbridge High uh more than the others so St John fish St Aiden’s Harriet grammar and King James so the variability can be around

The pupil cohort that are coming in in terms of Prior attainment levels but also around the um curriculum priorities that the school have in terms of uh timetabling on the core areas of English and maths versus other subject areas um but those decisions are with school

Leaders and governors and so um I don’t have in front of me the information to be able to give you that breakdown of the disadvantage pupils uh versus other pupils for each of those schools but it is something we could um approach the schools about and ask for some

Explanation about how they’re using their pupil premium money although you will understand that though the schools are required to publish that on each of their separate websites each year so it’s something that’s monitored at a school level um with respect to the new school in NB mans Farm um what I am

Aware of is the earliest that school could be delivered at the moment is September 26th once the primary allocations um have been distributed in April this year we’ll again review the date to uh look at the forecast and gain an understanding of the the time scales around that delivery and what it means

To pupil cohorts whether uh we need to put all the provision in but as far as things stand at the moment I understand work is progressing around the issues that have been long-standing at the site and there is still that commitment to deliver this uh project at the appropriate

Time can I come back in chair if that’s okay just Qui one so um yes it was regards to the secondary schools and if you do look at the the data it is those um disadvantaged children in in each of those schools that um that are underperforming so it would be useful to

Get an update of what those schools are doing and how the council might be able to support them to to to help those disadvantaged children in those schools thank you councilor hlam nice to to see you Amanda thank you for attending today uh I read the report

Um and I’m I’m coming at it with perhaps suggestions rather than direct questions although you may want to comment on them um I’m particularly concerned about the level of suspensions in schools um so and I’m concerned that what we’ve got here uh uh is a symptom and not a cause

So I’m very to understand what the causes of the suspensions are for one minute I do not underestimate the commitment of our teachers I think they’re fantastic as a as a past Governor and now a trustee uh I know how hard they work and H and it’s just how

We can best support them so for me I want to understand what the causes of the suspensions are I want to understand what the trend is across ages I mean can we catch it when they’re Prime school so that it doesn’t happen in secondary school um what are the key

Factors and it could be for example the school doesn’t have a breakfast club or it doesn’t have a prechool before the school day club or an after school day Club is are there other environmental factors that are impacting it what age groups or genders are impacted one of a

Piece of data I’ve seen recently about school absence rates for example is that actually it’s not home it’s not home across uh age range that you know sort of uh and the the first year when we of of a new school for example when you might expect the to absence to be

Perhaps greater it’s actually the second year and and we don’t know what’s behind that uh so I would ask that there is some type of work that’s done so that we understand this whether it’s a question of just saying here’s some guideline questions School Governors that we would

Like to understand or or or something even further and also I think we need to think about the impact on the family of a child being excluded what does that Do and that’s my comment stroke questions Amanda thank you okay um I can come back with some um brief points but then you might um wish for me to send you some information after the meeting uh but what we’ve seen across the whole county is an increase in the numbers of

Suspensions and the number of exclusions which obviously a permanent um decision where suspension is a fixed term we’ve seen those numbers rise over the last few years and um obviously they dropped right down during the pandemic and they’ve come back up we we know that there are a number of reasons for this

We have um had some deep dive activity looking at case studies of uh suspension activity and seeing what the causes are we can link it back to wider issues in families uh rather than school specific issues where where there are Trends in school the teams are obviously working

It with them where permanent exclusions are uh decisions that are made by heads we are trying to work with the schools to see if that’s the right decision for the young person knowing what those implications are and knowing that they are far-reaching and they they last over

Time you know a decision made on one day has a long um impact so we are we are doing that as a children’s services but also on a a school level what we have done this Academic Year is really focused on um all things inclusion so uh attendance at school um support around

Suspensions and exclusions support for children with scnd because we are seeing a disproportionate amount of suspensions and exclusions being linked to uh special educational needs and disability or more vulnerable children and we obviously don’t want to uh that to be a trend so we’ve had a number of headteacher workshops where we’re trying

To work with schools that are clearly this is their Frontline um decision making and uh you know they’re experiencing the issues in school to make sure that we can do as much preventative work as possible um so that we avoid that but we know that the work

We’re doing now will take some time before we see the the outcomes in terms of numbers and proportions of suspensions across the authority area what we can see though in this report hopefully you’ll have seen that um across the uh the constituency area there’re around 20% of the pupil cohort

For North Yorkshire in your schools but we are seeing around 15% of exclusions and suspensions happening from amongst your schools so as an area it’s less of an issue than compared to other areas in North Yorkshire although we do accept that this the work we’re doing needs to happen across the whole

County thank you to my mind even one is too many it’s yeah so but I actually refer you to also to a report that published today I believe it’s reported in the Daily Mail and the guardian that says that pupils who are suspended from a secondary school are on average a year

Behind their peers and so I do think this is very significant but I thank you for all your hard work thank you um I should have added as well that the north yorshire children’s safeguarding partnership has looked at this um as a deep dive activity looking from the

Vulner The Wider vulnerabilities and the links to exploitation so we are looking at it across the system um although it is a a huge area of focus and it it involves a lot of different um people and organizations I know Amanda that you referred to the amount of

Um P suspensions that relate to SCD identified children I just wonder how many also are relate to children who are waiting for their assessment because we know obviously those assessments are taking quite a long time at the moment I don’t know if you have any information

On that at all I don’t have that with me uh because it isn’t one of my teams that deals with this directly but I can ask for that to be shared with you thank you uh councilor scoffield thank you chair uh my question is just regarding the proposed numbers

For 28 29 especially around harut and Rural secondary schools because it doesn’t with with it not taking into account um the west of Harriet plan parameters plan it already shows it would be 245 places over subscribed what plan have we got in place will there be another secondary school because I know

On the plans there are two primary schools to be to be built but what provision are we putting in place to ensure that we do have enough Secondary School places in those areas please um so apologies I don’t have the um exact um answers around the different

Areas of harate in terms of that monitoring of the future numbers and the response with me what I do know is that we look on an annual basis around uh where the uh housing developments are what the future forecasts would be and what the response might be in terms of

Additional places in existing provisional whether something else is needed so I know that with the information we have around uh where planning has been approved that we are um either have capacity or we’ve got planned capacity to come in uh but looking at a particular area I’ll have

To come back to on that um if possible councilor warin thank you hello Amanda um I I appreciate your report and I think it’s it’s it’s a very informative report and I actually appreciate your honesty as well uh because in part it doesn’t read particularly well one of

The areas that I would like to just um get some some sort of idea of how we’re progressing is and in 5.2 uh the EHC plans um in reality for me it looks like we are only have produced eh plans for 50% of the thereabouts of the PE people

That have asked for those plans is that correct assumption on my part if you got 12 1275 requests and we’ve only done 600 so it’s about 50% yeah yes so there’s a a rolling number of requests that come in against the ones that are completed within the 20 weeks uh we

Obviously aim to complete all of them although we recognize that some of them don’t meet that deadline um the issue behind some of this is around the shortage of the educational psychologist so we have now um put additional capacity in and we have recruited some of our own so we’re using some agency

EPS as well as our own um but yes it is the case that we are behind in terms of uh what we would want to be doing and what we need to be doing however um that is reflected in other areas and nationally in terms of that shortage and

The impact set against that increased demand so it is an ongoing challenge I know that at the time of writing that would have been correct we are having updates from the team uh again it’s not in one of my team areas but I can ask for that information to be shared with

You in writing um in terms of a current position but we are on an upward trajectory in terms of the increased proportions being uh complete within the 20 weeks okay so I I can congratulate you on getting a uh psychologist in place it must have been a challenge and

I congratulate you on getting some part-time people as well and training involved do you have a feel and I it’s a bit crystal ball this but do you have a feel that it what you need to get in place to get it up to zero um so again it is the I do

Apologize because this report is written by about four different teams and this particular area is not uh one of my direct responsibilities but I can say from the information where I’ve been in meetings and this has been discussed we certainly have got um plans around this so there’s been an endtoend review of

The process so we’re trying to make sure there are no delays in the the process from receiving an application through to issuing a plan and making sure that we are uh tight in terms of one aspect to the other because the plan involves assessments from a number of different

People uh to be contributed into the report and then consultations with school and so on so we’ve taken steps to smarten that up we have put additional capacity in the send statutary assessment team so the team has expanded we’re now I think almost all or at um

Capacity in terms of those positions we have recruited the EPs and we obviously need health information and other the factors that aren’t in our control but I think where we’ve identified issues we are doing everything possible to rectify that it is an issue that we’re aware of

It’s an issue that we’re not happy about um and we’re obviously taking steps to to try and do that but um I can’t say right now how long that’s going to take I’d have to ask someone to to come back to you um after this meeting thank thank you councelor

Lacy thanks sir and uh it’s it’s a data question in in terms of the keystage two and key stage 4 um performance outcomes um the percentage drop for haragan nbor is significantly greater than anything in North Yorkshire or England so when I see that uh I often want to sort of

Unwrap it a little bit um because it is a stepped change um it is around performance in Reading Writing and math um so there are three elements that go together there are lots of schools in there um so I think i’ I’d like to know where whether this is a systemic problem

Are the drops which are um particularly in keystage four um quite significant whether they are across the board or whether it is actually one of the above Reading Writing maths and or indeed whether it’s a few schools or indeed whether there’s something in the data

Not that the data is wrong but the way in which the data is collated um has that stone been turned over and is there something that you need to re not reveal to us because it’s secret but reveal in terms of the way that the data is made

Up that might explain what is a very significant step change in performance when the rest of North Yorkshire or England has has not so so yeah so if I take it in two parts and start with key stage two so the way the key stage two assessment um uh outcomes are reported

Is the percentage of children that achieve in reading and writing and maths now we know that um over recent years we’ve seen some uneven patterns where some children are achieving in two of those areas but not the three um and in particular we’ve noticed that uh reading

Is an area where if children aren’t achieving there there’s more it’s more likely that they’re not achieving in the other areas So to that end we have uh invested this year in a reading project that we have uh taken from another local Authority area and we’ve targeted about

45 schools across uh the whole of North Yorkshire but some of whom are in uh the harut and uh nbor area and this is La schools and academies so we’ve targeted schools where there has been that impact of not achieving in one area that’s affected the overall results um we’ve

Undertaken reading reviews bepoke to each School we’re undertaking um well we’re sharing resources on a weekly basis um having regular assessments of children and really doing that deep down uh look at the assessment on the individual which aspects of reading they’re struggling with is it fluency is it comprehension for for example and

Then targeting the teaching towards that we’re hoping that will have an impact and we’ll see it in this Summer’s key stage two results so that’s that’s one thing um if that is successful we intend to roll that out uh from September with math so again we’ll pick different

Schools but where we can see an impact on one subject area that’s having uh an effect on the data overall then we will work with schools and academies to do that in terms of key stage four it is really difficult to comp to make a year

Onye comparison at the moment and to say that um these schools have seen a greater change from one year to another year on the basis that the children in these schools had a different impact on their experience in secondary because of the pandemic so some children that have

Come through in certain areas of the county but also of the town will have had more closures than others they might have had seen more turbulence in teaching and in their experience so it is really difficult to look at it year on year however um what we and what

Schools do we’ll look at their pupil information they’ll look at where um they’ve got a subject area for example in secondary school at GCSE level um where there’s been underperformance they look at whether they need to change their um curriculum and their timetabling offer they will also uh and

They are also um in La schools working with us to make sure that uh any diping data doesn’t then roll on to the following year and the interventions are put in for children that are um um at risk of falling behind or of not achieving in terms of those uh gcses

Particularly in English and maths so um it is difficult to compare year on year I think it’s going to take a few years for that to come through and clearly the poorts that we’re going to get this summer and Beyond won’t have done their end of keystage two assessments so uh

External assessments or sat tests so they will be based on teacher assessments and any progress will be measured against those estimates which again makes it difficult to predict what will come through but I know that schools are um using all sorts of tools available to them to consider what needs

To be done either across the system in their school or for individual groups or individual children to make sure that they don’t fall behind any any more questions from any members no okay can I thank you Amanda then for taking the time to attend that was we’re

The committee work program Mark do you want to run us through it yes chair well I don’t intend to go through uh the whole work program update just the the relevant points whether there’s an update required um so if I’m just running through the report um first

Item that s the the um we did have um referrals of statements of Transport economy environment Enterprise overing scrutiny committee um I’ve attached those as part of the work program reports hopefully we received those so uh they’ve been followed up and taken forward as as requested by this

Committee uh updates from the various working groups uh again the only one I’m aware of that’s met is is the uh the newly named Harriet NB ACC river water quality working group um have any of the other working groups met I’m not sure councelor Hass just say briefly I’ve I’ve

Consulted with the officers around the timing of the next um Community voluntary sector group um and within the next three months is the advice in terms of the review that’s been going on uh in that sector so um we’ve been in in conversation but haven’t reconvened the group at the

Moment thank you chair um Arnold uh and Hannah and myself met uh to discuss um uh a particular briefing paper I’d put together um it’s particularly pertinent well the conclusion was that we need to share it with the rest of the people here uh but

I’m going to share it uh um after this meeting so you can actually have a look through it because I think it’s going to be pertinent to next week we have two planning meetings you don’t have to go to both but it’s about the local plan on the 20th and the

21st but it might just provoke some questions that you want to ask as the officers as this is sort of the sort of first meeting where all councilors are present so uh the paper is called how the climate change strategy can help inform the development of the local plan

And how the local plan can help deliver the climate change strategy and I basically go it’s basically contains a number of different things relating to the local plan the local transport plan the economic development strategy and obviously our climate change plan uh there were some uh useful amendments

From uh Arnold and from Hannah which I have now added as well but if you could just take chance if you scan it it might just it might just give you a little bit of extra for when it comes to asking questions at the meetings next week thank

You car on chair yeah I don’t think we’ve had a update oh Council Al isn’t here he didn’t has he given you an update at all on the Gateway uh no and I’m not aware that we’ve arranged another meeting of that group as such

Because I think we we we sort of have a bigger input into that one in terms of Officer support so be made aware of that um just some other followup from the uh ACC River and water quality working there was some other requests for information um again I I’ve hopefully

Captured some of the updates from there for members uh uh just from sort of the various motions that have been followed up and I’ve given the invitation there there was a particular request from following up from our visit from Jamie Duncan from the environment agency to follow up sort of questions that are

Pertinent to planning and and others in terms of when planning applications are coming Yorkshire water and again there’s a there’s a response there in terms of a notice a motion that was followed up and all sort of responses and questions to YW to follow that particular uh wording

But also there will be um uh a representative for planning attending all acc’s regarding specifically awareness of the calling procedure but also it can be open up to general questions which could Encompass anything else which the ACC members would like to Encompass so again that’s that’s the update from

That um as there’s no for the no informal briefings confirmed at present in terms of specific issues um but I’ll cover that in terms of our next point which was the actual work program itself so we have the um if I get to it my apologies I’m just going to get

There so we have for our next meeting um the the items regarding local nature recovery strategy uh an update on the Utley Road sustainable transport package update active travel schemes so again members can maybe follow up some of the issues which were identified today in terms of follow those items that was something

That was requested by this committee to get regular updates regarding those things and there’s also an update on the 20 miles hour implementation in the southwest of hargate in addition to that there have been some other two items have been put forward for consideration at that particular committee as well uh

If we can well entally that that meeting rural connectivity uh in terms of um roll out of super fast Broadband um removal of public uh phone boxes Mobile phone coverage those kind of things so that’s an offer from um Robert Ling to come and talk to each area constituency

Commit to talk about those particular issues affecting this particular area so again if members want to take that opportunity we we can try and get that up and running but also uh there’s also let’s talk food report which is programmed in for 30th minute regarding healthy eating uh from public health uh

If members are agreeable for that to to come to our next meeting as well yeah councelor goo um I just wondered whether I could propose an idea for another item to add to our um future work program just um with regards to the decision to bring all the brimm’s active

Sites in house um um whether we could um well with regards to any possible changes from the current Community well-being approach of our um hubs for example Jenny Fields Fairfax and um nbra um Hub just to understand and be assured um of the continued benefit to our residents whether we can Champion that

Approach so if we could look at the officers that will be taking responsibility of of of um Sports and Leisure and well-being Etc to invite them to a meeting um possibly with the center managers if they were happy to I know that they’ve um gone through Quest assessments recently kind

Of on ofstead version um for that that area and it’d be really interesting to find out more about what they do and the benefits of the um Community social value Etc and Champion it because I I’m I understand they’re doing really really well within our area and I wouldn’t want to see any

Change we can follow that up chair and and potentially include that and and get a date agreed for for inclusion does any members have any comments on the two suggested additions so the presentation from Robert Ling about the rural connectivity public phone boxes can’t remember what his other

Thing was Mobile phone coverage yeah um is that of Interest yep okay looks that way that’s great we’ll include that and the only other kind of thing I’d like to highlight is the discussion around the 50,000 funding which which we talked about uh earlier

On in the the meeting just as a a sort of process thing just to get things moving uh what I was proposing was potentially to write down to members to identify potentially at this stage your lists of potential projects which you’ve you you’ve got an understanding of in

Advance of a session so that we can potentially get more information available for an informal session of the all members of of the area constituency committee so we can put something together for the informal session in advance of that and if more information is required obtain that for that session

And then at that point as soon as we can get one arranged that informal session will produce a list of sorts with with enough information potentially for you to make an informed or have an informed discussion regarding potential items to support this year going into next because obviously it’ll end up with

Being a list which which will then be a rolling list going forward in terms of the two years at least that we’ve got the £50,000 funding support anyway and that was just my update yeah so will you give us a deadline for getting these lists to you I know it

Will depend on the date of the informal meeting but we’ll probably need a little bit of leeway let me just say um I can’t think of that I was going to say about two or three weeks would probably be reason because I was trying to get the informal

Session arranged as soon as I can so it would be another three weeks or four weeks after then before we got a session arrange so I’ll formally write round to everybody but I’m guessing another two two or three weeks would be hopefully reasonable for members unless they would

Like a a longer period of time councelor H one couple of items for the work agenda um I strayed into the celb ACC recently and they had two items on the agenda that I’d never seen on an agenda before uh and this was uh one uh one officer

Presenting on the bus services in in Selby in this but he could do the same for here and another officer commented about trains and stuff and all that sort of good stuff so I thought that it would be quite H and and they said they prepare these reports every year but

Nobody ever asked for them so I think I I’d like to request that we ask for them and perhaps be able to ask questions about our transport thank you y good suggestion okay um did we do we think two to three weeks is sufficient for getting together I

De are we all relatively happy with [Laughter] that all right just check in just check in excellent okay so agender item 10 any other items is there anything that anybody wants to urgently raise nope okay well I just want to make members aware I don’t know if you’re all aware

Rachel Joyce’s team in communities Lo localities so yeah however the good news is we will be adequately well very nicely looked after By Elizabeth’s team um hence why Elizabeth is here to see how things go to although you have you have sat in on a few of these before

Haven’t you you you know what you’re getting what your you’re getting your team into they don’t know no they they’re blissfully unaware at this point um so yeah so there will be new faces looking looking after us although I think Charles you’ll probably be popping in yeah absolutely they yeah they’ll they’ll
