How can i get more clearance on this bike tire and fender?
This is a Walmart bike with a side pull brake
Doesn’t seem like the fenders leave much room for the tire even when the fenders are at the bottom of their adjustment.
Also the brake arms sometimes make contact with the tire.

Are these the same size tires that came with the bike? They seem a little too big for the space available.
Did it really come like that? Those tires look way too large
Does that frame have long slotted dropouts that allow for some adjustment in the rear end length? It could be that the axle is slammed all the way back, putting the brake pads at the end of their adjustment. Coaster brake or derailer?
If you can slide the axle forward and it has a derailleur, everything should work. If it has a coaster brake, you may need to shorten the chain by one link.
On first picture, on fender hanger you can remove more metal down, this will allow slide fender up. You can file it, or drill it, afterwards you can use paint or nail varnish as you wish.
I did some googling and its a new Kent Bayside. Everything looks stock. 100% has a claw hanger. I suspect u/Working-Promotion728 is on the money with a not properly installed claw hanger or rear wheel not set up properly in dropouts
Clearly the tire is too large for the fender and brakes.
Wheel is not centred in the drop outs. The tyre is too big for the seat stay clearance. The drive train is returning to iron ore.
I build these bikes everyday for Walmart. Get a smaller tire width or remove the fenders
