Remove rusted quill stem. Already hit it with steel and brass engine brushes attached to drill. Is this an acceptable amount of rust or will it prove dangerous in the future? Also are drill brushes capable of wearing down the steel and boring tubing out? I’ve been nervous to keep it spinning for a long time.

Looks kinda shiny, I’d bet that you left some pieces of brass from the brush inside (I don’t think that’s a problem). I wouldn’t use a steel brush. If you regularly remove, clean, and re-grease your stem, then I think a little rust is fine. How often you should do that, I’m not sure honestly. I do it every few years? Should probably do it more often.
