I don’t think that’s purely due to rust, otherwise the adjacent area would crumble if you poked it. This is what happens when a chainstay fills with water and freezes, not uncommon on bikes left outside long enough in colder climates. Rust doesn’t create nice clean splits like that

I think the term here is ābeyond economical repairā. Yes, it could be sandblasted, welded/repaired, repainted etc, but not without spending more than the cost of sourcing a replacement frame.
