Not economically. You could in theory cut out the top and down tubes and get new ones welded in as it’s steel rather than aluminium but the cost would likely equal that of a new frame.

If you knew someone who can weld I wouldn’t cut and make shorter. I would sand to metal and add two square metal pieces. To the top tubes to the front tube. You just need some more sheer strength for the forward and down force.
