The clear coat has chipped or a small scratch that is letting moisture in there, only way to properly fix it would be to sand back the clear and the rust, polish the bare metal to the same “raw” finish and then re clear coat it, but I doubt you’d be able to replicate the metal finish perfectly.
At least that is what you’d do if it was a car, maybe drop by a panel/body shop and ask if they can do it for you or at least get their opinion on what to do
