Absentmindedly, I cut the end of the cable housing as it was looking a bit frayed, then used a pick to open up the housing where I made the cut. Now the shift cable is hidden inside the bike’s cable housing which is internally routed. Is there any way I can get the shift cable exposed so I can reinstall a rear derailleur?
I am aware the cable housing is considerably short now so I’m considering removing the zip ties that anker the housing to the frame to make it easier for the housing to reach the derailleur.

You didn’t cut the cable itself?
Check the shifter to see if you can push the cable with the cable anchor.
Either way you at least need a new cable. Shift to the smallest gear and remove the cable from the shifter. Replace with new shift cable.
The housing may or may not be long enough now, you might be able to remove the zip ties and pull a little through, but depends on the rear derailleur and how much slack is in the line to start. Make sure you can freely turn your handlebars after you adjust the housing position.
You’re probably gonna want to replace the cable and the housing. Easiest way to do this is to pull the cable out and put the new one in from the shifter end, then you can pull the housing out from the bottom leaving the cable in place inside the frame, then feed the new housing in from below using the cable to guide it through.
A drywall screw works quite well to open the housing after cutting.
