I think you’re going to have to replace it anyway, so just put some pliers or vice grips on it.

Assuming it’s hollow, you could stick a thin rod through the other side and then tap it out with a hammer.
Other option would be to stick the allen wrench in a vise with the axle pointing up. Don’t clamp the vise tight on the allen; leave it a bit loose. Then tap the handle of the tool downward with a hammer.

Reinstall it. The Allen will come loose with less force than it took to wedge it in place. Then remove it again and it won’t be quite as stuck.
