  1. To remove the bolt, you can try using a screwdriver in the underside of the stem to produce pressure that might keep the outer part to not spin when you try to loosen it. Problem is probably that the nut on the outer part used to have splines or a notch to hold it in place and this stripped. This is how seatpost fasteners were made on older steel bikes. One side had notches to hold it in place and the other side would tighten into it.

    if you have access to anything that can make a little slit in the flat side of the bolt (angle grinder with a cutting disk or maybe even a hacksaw) you could make a little slit and use a flat head screw driver to hold it in place while you loosen it

  3. Is that the bolt that came with the stem? Might be too short. Can you put a flat screwdriver in the stem slot and pry it open to create pressure and spin the bolt out?

  4. Hmmm if that’s like a receiver in the opposing end…. Honestly this whole thing I would probably replace the stem. But you could dot drill two small indent holes in the bolt receiver and then hold it steady with spanners

  5. I would try something soft like wood to pry the stem gap apart (putting pressure on the bolt) and then remove the bolt and ask the question with a pic of the bolt, front of the stem and the nut. Best case scenario is the bolt and nut combo is a bit too long.

    Is that a Cinelli 1A? I used to think Cinelli was the bees’ knees until about 20 years ago when I realized their handlebar bends were still only suited for brake levers made in the ’80s, and their stems were either prone to cracking, or stripping like yours. If you compare a 1A to a Nitto Technomic or Tallux, it’s, well, like comparing an Alfa Romeo to an Acura. Both have luxurious finish, but one is designed and built a thousand times better.
