Black accumulates dirt like crazy. In this case could be murky water (or hard water) that splashed into your handlebars. Just wipe it off.

Salt from sweat often dries white. So it’s possibly just sweat.

But these white spots does not go away with cleaning. Trying to figure out the source of these.
Can leaving car shampoo on for too long when cleaning cause these?

If you run a tubeless tire or were riding close to someone that does, it could be sealant from a puncture.

It’s just corrosion to the aluminum bar. Lower quality alloys will pit like that easier with exposure to sweat and makes everything gross.

If it’s in your garage probably insect poop. Get it all the time on mine from spiders(not an insect I know), earwigs, moths, woodlice etc. it is like grey flecks of paint stubborn to get off.
[This is if it’s not just on one component ofc; you’d see it on everything in the garage. Rare tiny grey stubborn flecks. Might be alu corrosion if it’s restricted to the bars only]

Something is chipping the black paint, most likely little debris that smacks on the handle bars, exposing the bare aluminium underneath, just cover it up with a Sharpie.

Your sweat has been allowed to sit on the surface and eat through the anodized finish of the handlebar, exposing the raw aluminum.
Make sure to wipe off your bike after a ride with at least a wet rag (isopropyl alcohol is better) to prevent this from happening.

My guess would be hanging a lock from your handlebars as you cycle.

It’s aluminium corrosion. Keep an eye on it and buy a new bar before this one breaks.

That is the corrosion product of aluminum, hydrous aluminum oxide. It’s coming through the anodized layer at the surface of the bar, a likely indication of poor quality of the finish.
