I think the smallest gear is supposed to lock the entire cassette? I have tried getting it off with two chain whips, but it’s stuck real good. Or should I use a special lock nut removal tool?

Nah your thinking is correct – looks like a UniGlide freehub, where the smallest cog is also the lockring.
Probs just wedged on there and needs a bit more oomph with the two chain whips.
