They are a locking type washer, each one captures two bolts and they go between the rotor and the bolt. Little lip helps the bolt from un screwing. It’s a safety thing.
I have ‘accidentally’ forgotten them and the bolts stayed on, but you gotta do even torque on those rotor bolts👍
They are washers yes, you put them before threading in the screws. They are basically safety that won’t let screws get loose.
